In short: The home must meet every standard before it is advertised and on the day you move in. If it does not, you can ask for an urgent repair, end the agreement before moving in, or take it further with Consumer Affairs Victoria or VCAT.
A floor, not a wish list
The standards are basic: locks that work, coverings that close, no mould from the building, hot and cold water, a fixed heater in the living area. They apply to every residential rental agreement in Victoria made since 29 March 2021.
What to look for on moving day
Lock every entry door, open and latch every window, close the blinds in each bedroom, run the shower and check the toilet. A leaking shower or mould around a window frame should be raised in writing straight away.
If the home falls short
A renter can treat a failed standard as an urgent repair, and can end the agreement before moving in if the home did not comply on the day. Consumer Affairs Victoria can help, and VCAT can order repairs if the rental provider does not act.
Why owners book the inspection
An independent inspection before listing gives the owner a record of each standard, which settles most questions before they become disputes. Renters benefit from the same report.
